Insurance in Rwanda is supervised by the National Bank of Rwanda (BNR) under Law n° 030/2021 governing the organisation of insurance business. Its list names 12 private insurers, two public medical insurers (RSSB and MMI), a micro insurer, a captive insurer, one HMO (Eden Care) and a mutual insurer. Most households are covered by mutuelle de santé (CBHI), paid per person each year (4,000 to 20,000 Frw by category) on Irembo or \*909#; employees by the RSSB medical scheme (RAMA) at 15% of basic salary. Motor third-party insurance is compulsory, and since Law n° 029/2025 the Special Guarantee Fund pays the victims of uninsured vehicles.
