What mutuelle de santé is and who joins
RSSB describes CBHI as "a solidarity health insurance system in which persons (families) come together and pay contributions" for medical care, covering Rwandans from both the formal and informal sectors (RSSB, CBHI scheme).
Who is eligible: "All Rwandan citizens and residents who are not covered by other medical insurance schemes". Cover is household-based: all eligible family members are registered under one household, not individually (RSSB).
Treatment starts "from RWF 200" at public health facilities. CBHI "primarily covers public and approved partner facilities"; some private facilities may accept it under specific agreements (RSSB).

The rules that trip people up
- The year runs July to June: "The fiscal year of paying for mutuelle starts in July of the current year and ends in June of the next year" (Irembo FAQ).
- Arrears first: if you did not pay the previous year, you pay it first on IremboGov, then the current year (Irembo FAQ).
- When cover starts: "After payment, the head of the household and the family members are eligible for treatment for the year they paid for" (Irembo FAQ).
- Members with other insurance (for example RSSB medical): take copies of their insurance to the nearest health centre to update their status, then pay for the others (Irembo FAQ).
- Wrong category or members: check your registration level with \*195#; to add or remove members or correct the level, see the Socio-Economic Development Officer (SEDO) at your cell office (Irembo).
