Assets and liabilities: what insurers sell
The BNR lists these non-life classes: property (fire, theft, natural disasters), liability (negligence or accidental harm to third parties), marine (goods transported by sea, air or land), guarantee (contractual obligations), agriculture (crops and livestock) and micro-insurance (BNR FAQ).
A foreign insurer may insure a risk in Rwanda only with BNR authorisation, when no Rwandan insurer can cover it or the class is not available in Rwanda (Law n° 030/2021, article 8) (Law). A captive insurer is also licensed: Defence Captive Insurance Company (DCIC) Plc, 2022 (BNR list).
When something happens
Declare the event in detail to the insurer within 5 working days (article 121); a rejection must be explained in writing within 10 working days (article 122); once liability is admitted, payment is due within one month (article 123). Unless the policy says otherwise, an insurer is not liable for damage due to political, war or terrorist reasons (article 159) (Law n° 030/2021).
