The National Bank of Rwanda's list of April 2026 names 17 licensed insurance brokers and 3 reinsurance brokers. A broker works independently, for the client, and offers products from several insurers; an agent is tied to an insurer. Both are supervised by the BNR, and neither may hold your premium (BNR).

The rules
- Intermediary categories: insurance broker, insurance agent, bancassurance, loss adjuster (Law n° 030/2021, article 70).
- Only a person with a BNR licence may act as an insurance intermediary; an agent acts on the authorisation of the insurer he or she represents (article 72).
- An intermediary may not receive insurance premiums (article 75), and an insurer may not pay commission to an unlicensed intermediary (article 72).
- The BNR publishes the updated list of licensed intermediaries on its website (article 74).
