The MVA Fund

How to claim after a road accident in Namibia

Short answerChecked 31 October 2026
The Motor Vehicle Accident Fund (MVA Fund) compensates anyone injured or killed in a road accident in Namibia — driver, passenger or pedestrian — under the Motor Vehicle Accident Fund Act 10 of 2007. It pays medical treatment up to N$1,500,000 per person, an injury grant up to N$100,000, loss of income or support up to N$100,000 a year, and a N$7,000 funeral grant. A claim must be lodged within one year of the accident (section 34). The Fund is financed by a levy on fuel and does not pay for damage to vehicles or property. Emergency number: 9682.

Who the MVA Fund covers

Section 24(1) of the Act: a person who suffers loss because of injury to himself or herself, or because of the death or injury of another person, "caused by or arising out of the driving of a motor vehicle by any person, including the person himself or herself, in Namibia" is entitled to the benefits of the Act. The driver who caused the accident can therefore claim too, subject to the Act's exclusions.

The Fund derives its income from the fuel levy and has no other source of funding (MVA Fund FAQ). Drivers do not buy a policy for this cover: it is paid at the pump.

The MVA Fund pays for injury and death only. Repairs to your car, the other driver's car or someone's wall are not covered: that is what private motor insurance is for.

What the MVA Fund pays

Benefit (MVA Act, section 24(4))Maximum
Medical treatment, injury management, rehabilitation and life enhancement, per injured personN$1,500,000
Injury grant (cash compensation for injury)N$100,000
Loss of incomeN$100,000 a year, if you paid tax on your income (otherwise capped at the income-tax threshold)
Loss of support (dependants of a person killed)Worked out on an income of at most N$100,000 a year
Funeral benefit, per person killedN$7,000

The same amounts are listed on the Fund's benefits page. They have been in the Act since 2008; in March 2025 the Fund consulted stakeholders on amendments that would move them into regulations (legislative amendments 2025). That is a consultation, not law.

The Fund does not pay when, among other exclusions, the injured person was driving under the influence of alcohol, had no valid driving licence, was committing a serious criminal offence, gave false information or was in the country illegally (MVA Fund benefits).

Visitors and foreigners

A person in Namibia on a visitor's permit gets medical treatment and injury management for the time he or she is in Namibia; for a non-resident who is killed, the award is the funeral benefit (section 24(6)). The Fund adds that a foreigner with a valid work or study permit on the day of the crash qualifies for all the other benefits (MVA Fund FAQ).

How to claim

  1. After the crash, call the MVA Fund emergency number 9682: the Fund's call centre sends an ambulance and opens your file (claiming process).
  2. You receive an MVA Fund reference number and a case manager, who gives you the claim form.
  3. Fill in the MVA Fund claim form (or the funeral claim form) with the claim checklist and the consent to release medical records, all on the Fund's forms page.
  4. Hand it in at the head office or a service centre. The Fund assesses the claim, pays the injury grant and draws up a rehabilitation plan if needed.
